Job Description

The Adult Programs Coordinator provides clinical oversight and direction in the development of Evidence Based Practices (EBP) and substance abuse services including, but not limited to, outpatient services, inpatient services, medication assisted treatment (MAT), and opiate replacement services (ORS), through the Health Choice Integrated Care (HCIC) network.  This position has a specific focus on the development of EBPs that are identified by SAMHSA.  The Adult Programs Coordinator will identify how services are being utilized, find areas that can be strengthened, and ensure services are provided based on the fidelity to each model.  The Adult Programs Coordinator is a subject matter expert (SME) in the Substance Abuse Block Grant and key member of the Substance Use Services Team.



  1. Auditing several programs/best practices, including the Substance Abuse Block Grant (SABG), ASAM, HIV tracking, the Assertive Community Treatment teams, and other Ad Hoc audits, as needed.
  2. Coordination of care for high needs/ high cost members identified by the RBHA and Acute health plans.
  3. May be responsible for providing trainings in the area of EBPs as well as additional trainings, such as Mental Health First Aid, Trauma Informed Care, and other areas of best practices.
  4. Provides technical assistance, training, support, planning, and information for HCIC and contracted providers on Evidence Based Practices and programs and in implementation of substance use activities in HCIC’s adult/child systems of care.
  5. Oversees delivery and performance of Substance Abuse Block Grant programs and funding in northern Arizona, and grant programs such as CMHBG (Children’s Mental Health Block Grant), HIV testing and education services contracts.  These activities include development of new initiatives, monitoring programs and performance, ensuring accessibility standards are met, training and technical assistance, clinical record and data reviews, improvement activities, reporting, on-site reviews and services.
  6. Provides coordination of care for High Needs / High Cost members in collaboration with contracted providers and agencies when appropriate or assigned.
  7. Develops communications, reports, policies and procedures, protocols, grant applications, as appropriate.
  8. Coordinates and collaborates with stakeholders, providers, members, state officials on regional substance use related issues and programs.
  9. Serves as liaison with state, regional and community groups and participates in meetings and committees as assigned; maintains positive relations with partners.
  10. Provides clinical training on Evidence Based Practices and substance use related content and programs.
  11. Provides guidance to ensure region-wide use of Evidence Based Practices, best use of clinical resources, corrective action and continuous quality improvement activities with regard to substance use services
  12. Maintains confidentiality, privacy and security of protected information and records
  13. Performs other duties of a similar nature and level as assigned.

Bachelor's degree required; Master's degree in behavioral health or a health related field preferred

Two (2) years of experience in the administration of or oversight of evidence-based substance use programs and services

Knowledge of and experience in substance use and treatment programs and services

Knowledge of federal and state program requirements and regulations, Arizona child and family team and adult recovery team practice, covered services, and support and rehab services

Excellent written and oral communication skills

Successful time and project management

Demonstrated ability to work effectively, independently and as part of a team

Proficient use of Microsoft Office applications

Knowledge of AHCCCS and ADHS policies and procedures
